According to the 
San Antonio Express News, employee turnover at the Austin based office of public benefits which processes food stamp applications.

The 
Texas Health and Human Services Commission has experienced a dramatic increase in food stamp applications this year. A lawsuit has been filed against the Commission for a lack of timeliness in benefit turnaround time. Some applications have taken more than a month to get through the system.

Employee morale at the agency is at an all-time low.
