The San Antonio Express News reports six local parts of highways and one road have qualified as congested enough to make a list kept by the Texas Department of Transportation. The list is kept in order to track the one hundred most congested roadways in Texas. Many San Antonians are baffled as to why US-281 was not among them,

TxDOT is required by law to maintain this list. Why US-281. between 1604 and the Comal County line, was not included in unknown.
